Small business owners in the UK are lucky (at least up to a point), as the Bank of England has just cut interest rates again.  At 1.5 percent, rates are now at a record low in the Bank's 315-year existence.  However, concerns about access to money persist.

It shouldn't come as much of a surprise to find that the Federation of Small Businesses has a problem with the situation; this group has been vocal about loan issues for some time.  FSB National Chairman Jon Wright said in a statement, "The FSB would like a cast-iron guarantee that the banks will not only pass on the interest rate cuts, but pass on the money to the small businesses that need it."

What's interesting are the new signs that the FSB's gaining allies.  According to Douglas Fraser, the directors of Shelter Scotland and CBI Scotland both want to see the flow of credit increase, and even the Bank of England itself mentioned something about "further measures" in a press release.

Plus, since interest rates are now more or less at rock bottom - people who are trying to save money surely don't want to see them hit zero - we're perhaps closer to seeing something other than simple cuts take place.

Expect a waiting period of at least one month, anyway, as the 1.5 percent interest rate is given a chance to have some sort of positive effect.
